The system of open list proportional representation leads to a large number of smaller parties, most of which do not have representation in Parliament but some of which have members in local government. From left to right: the Independence Party (anti-EU), the Communist Workers Party, the Center Party, and the Animal Rights Party. The Center Party (Keskusta) is the odd one out here: Center is one of Finland’s traditional dominant parties, nationally, so they have a lot of candidates running, but as a rural-agrarian party they are not well represented in local councils in the urban part of the country. In this election, the Center elected two members on the 85-seat Helsinki council, the same as the Christian Democrats. (The Feminist Party and Pirates elected one member each; the center-right Coalition received 25 seats, and the Greens 21.)
